A convincing listing, a professional sales office and a copy of a title deed do not prove that a Turkish property offer is genuine. The strongest practical safeguard is to verify the property, the people acting in the transaction and the payment instructions independently before money leaves the buyer's control.

Warning signs are reasons to investigate, not automatic proof of fraud. Equally, a genuine property can be involved in an unauthorised sale or a diverted payment. The checks should address the whole transaction rather than only whether the building exists.

1. Which Warning Signs Should Make a Buyer Pause?

Be cautious about pressure to pay before records can be checked, unexplained third-party accounts, refusal to identify the owner and documents that describe a different unit. A price presented as available only for the next few hours should not prevent independent review of a high-value purchase.

The concern is often a combination of inconsistencies. The person collecting money may not be the contractual seller, the property shown may not match the title, or a promised refund may depend on someone who is not signing anything. Ask for those gaps to be resolved before committing funds.

A clear explanation supported by verifiable records is more useful than repeated assurances that the procedure is normal for foreigners. Where important information cannot be obtained, treat that as an unresolved purchasing risk. No legal review can promise to eliminate every possibility of fraud, but it can expose contradictions before the buyer becomes financially committed.

Warning signs and useful verification steps
What the buyer encountersWhat to verify independentlyWhat to avoid
Urgent payment before records are availableOwner, property and contract positionAllowing a sales deadline to replace basic checks.
A last-minute account changeThe instruction through an established contactRelying solely on the message announcing the change.
Agent asks to collect the full priceAuthority to receive it and the contractual effectAssuming listing authority includes payment authority.
Guaranteed investment or immigration resultThe actual legal criteria and written obligationTreating marketing claims as official approval.
A fee is requested to recover an earlier paymentThe provider and legitimate basis of the requestSending more funds to an unverified intermediary.

A warning sign calls for verification. It is not, by itself, a finding that a person has committed fraud.

2. How Can the Owner and Property Be Verified?

Match the current registered owner and property identification to the person and unit in the proposed agreement. The review should cover the exact independent section or share being offered. Viewing one apartment does not establish that the documents will transfer that apartment.

A scan or photograph can be genuine but old, incomplete or unrelated to the transaction. Use the appropriate official procedures to verify the relevant records, with the necessary authority. A public parcel map shows location information; it is not a complete ownership and encumbrance search.

If the owner is represented, verify the representative's authority rather than relying on a personal introduction. For a company seller, check the legal entity and signatory. Independent property due diligence should be arranged by reference to the buyer's interests, with any limits on the review made clear.

3. What Does an EIDS-Verified Listing Actually Confirm?

Turkey's Electronic Listing Verification System, EIDS, checks identity and authority to advertise. The Ministry of Trade's June 2026 statement says the requirements extend to property advertisements on social platforms, including Instagram, Facebook and WhatsApp. Moving the conversation to social media does not make verification irrelevant.

A verified listing is not a guarantee that the property is free of mortgages, suitable for the buyer's intended use or eligible for an investment application. Nor should permission to advertise be treated as permission to sign the sale or receive the purchase price. Those are separate legal questions.

The Ministry's EIDS guidance also distinguishes advertising authorisation from the agreements and documents required of estate agencies. Verify the agency's identity and relevant authorisation through official channels, then examine the authority and payment arrangement for the particular purchase.

4. How Can a Genuine Purchase Payment Be Diverted?

A buyer can negotiate with the genuine seller and still receive false payment instructions. A changed IBAN, new beneficiary or urgent request to pay a different account should be verified through an independently established contact. Replying to the same message that announced the change does not provide independent confirmation.

Check the recipient against the agreement and the documented payment arrangement. If an agent, relative or related company will collect funds, establish the legal basis and whether payment to that person satisfies the buyer's obligation. A transfer receipt proves a transfer, not the recipient's authority to receive the purchase price.

Do not share banking access, one-time codes or government-account passwords with an intermediary. TKGM's transaction guidance warns that e-Devlet and Web Tapu credentials are personal. Proper authorisation should be used where representation is needed; handing over a password is not the same thing.

5. Which Sales Promises Need Independent Evidence?

Treat guaranteed citizenship, guaranteed rental income and assured future resale as separate claims requiring examination. Buying a property does not itself determine an immigration application, and an income promise is only as credible as its terms and the party responsible for performing it.

For an unfinished project, verify the seller's rights and the relevant project position rather than relying only on renderings or a model apartment. Establish the formal contract, delivery obligations and applicable protections before paying. A construction delay may be a contractual breach without necessarily proving criminal fraud; the evidence determines the appropriate response.

Material promises should appear in the legally appropriate documents, with clear responsibility if they are not fulfilled. The sales-contract review should distinguish what the seller actually undertakes from advertising language and assumptions. A high-pressure offer is not a reason to leave important terms unwritten.

Resolve Inconsistencies Before Sending Money

An independent review can examine the property records, the proposed agreement and the authority behind the payment request.

6. What Should Happen Before a Deposit or Balance Is Paid?

Complete the checks appropriate to the payment stage: identify the property and owner, confirm authority, review the agreement and verify the recipient. A small reservation payment can still create a dispute or be used to pressure the buyer into sending a larger sum before the original questions have been answered.

Agree how funds and title transfer will be coordinated. Where a completion-linked payment service is proposed, verify its actual provider, operating requirements and release rules through that provider's own channels. Do not assume that an account described by an agent as escrow is independently controlled or protected.

Keep the contract and payment references consistent, and allow time for the bank's own checks. The guide to sending property purchase funds to Turkey covers payment arrangements in more detail. No payment method makes verification of the underlying sale unnecessary.

7. What If Money Has Already Been Sent and Fraud Is Suspected?

Contact the sending bank immediately through its official contact channel, explain the suspected fraud and ask what urgent tracing, recall or protective action is available. Do not wait to assemble a perfect legal file before making that contact. A bank may be able to take steps, but a completed transfer is not guaranteed to be recoverable.

Preserve the listing, agreement, messages, original payment instructions, receipts and account details. Keep original digital records where possible rather than only cropped screenshots. Obtain legal advice promptly about reporting the suspected offence and any civil or interim measures appropriate to the evidence and assets involved.

Do not send an additional payment to an unverified person promising to unlock, recover or refund the first amount. A criminal complaint does not automatically produce repayment or an asset freeze. Recovery rights, the responsible parties and any urgent deadlines need separate assessment.

8. Independent Advice Before or After a Problem Emerges

Legal Istanbul can review a proposed purchase, investigate inconsistencies in the documents and advise on appropriate steps where money has already been paid. Before completion, the focus is on verification and enforceable conditions. After a suspected fraud, the priority may shift to preserving evidence, urgent reporting and recovery options.

For an initial enquiry, describe the property, parties involved, amount and date of any payment, and the reason for concern. Mention any immediate request for further money. Start with a brief account rather than sending passwords or full banking credentials; documents can be requested through an appropriate channel.

9. FAQ

How can a foreign buyer reduce the risk of a property scam in Turkey?

Verify the owner, exact property, representative authority and payment recipient independently before committing funds. Review the contract and current records together. No single document or professional-looking listing removes every risk.

Does an EIDS-verified listing guarantee a safe purchase?

No. EIDS concerns identity and advertising authority. It does not replace title, building, contractual or payment checks, and advertising permission is not automatically authority to execute the sale.

Do EIDS requirements apply to social-media property advertisements?

The Ministry of Trade's 2026 statement includes electronic property advertisements on social platforms such as Instagram, Facebook and WhatsApp. A social-media conversation should not be treated as a reason to skip verification.

Can I trust a photograph of a Turkish title deed?

Treat it as preliminary information, not complete proof of the current position. Check the actual property and owner through the appropriate official procedures, including any relevant restrictions and representative authority.

Is an estate agent automatically allowed to collect the purchase price?

No. The authority to market a property is distinct from authority to receive payment. Any collection arrangement should be verified and reflected clearly in the transaction documents.

What should I do if the seller's IBAN changes just before payment?

Pause and verify the instruction through a contact independently established before the change. Confirm the beneficiary and the legal basis of the arrangement rather than relying on the same email or message.

Does a delayed development mean I have been defrauded?

Not necessarily. Delay can involve contractual non-performance without establishing criminal fraud. The representations, documents, payment history and conduct should be reviewed to determine the available legal routes.

What is the first step if I sent money to a suspected scammer?

Contact your bank immediately through its official channel and ask about urgent tracing or recall options. Preserve the evidence and obtain legal advice promptly. Do not assume a transfer can always be reversed.

Will a criminal complaint automatically recover my property payment?

No. A complaint, repayment claim and any protective asset measure are distinct matters. Recovery depends on the evidence, responsible parties, available assets and applicable procedures; no outcome can be guaranteed.
