01 / Legal framework
Residence Permits for Foreign Nationals
A Turkish residence permit allows a foreign national to stay in Turkey for a specific purpose and period. The application must match the person's circumstances, such as family life, education or an eligible short-term stay. Renting a home, opening a bank account or submitting an online form does not, by itself, give a right to residence.
- Official application system
- e-Ikamet
- Main legal framework
- Law No. 6458
The Presidency of Migration Management and its provincial offices handle residence procedures. Law No. 6458 sets out the main permit categories and conditions. A visa, a residence permit, a work permit and Turkish citizenship have different purposes. A residence card is not a Turkish identity card and does not itself authorise employment.
Legal Istanbul advises on first applications, renewals, changes of permit type and refused applications. The first review considers the reason for staying, current permission to remain, previous decisions and the evidence available. This helps identify both the relevant permit and issues that should be resolved before filing.
02 / Legal services
Legal Advice and Application Support
A residence matter often involves more than completing a form. The documents must support the legal reason for staying and explain any change in the applicant's circumstances.
Reviewing Your Position
Checking the current visa or permit, travel dates, family circumstances and any earlier refusal, overstay or entry restriction.
Preparing the Documents
Reviewing identity records, proof of address, income, insurance and documents supporting the selected permit category.
Following the Application
Preparing the application, advising on appointments and responding to requests for further information within the agreed work.
Reviewing Official Decisions
Examining refusals, cancellations or delays and explaining whether a correction, new application or legal challenge may be appropriate.
For a family, each person's application and expiry date should be reviewed separately. One family member may qualify through employment, another through family residence and an adult child through education. Using the same explanation for everyone can overlook important differences.
The written engagement defines the work, fees and responsibility for deadlines. Court proceedings, property purchases and employment matters may require separate instructions. A lawyer can prepare and follow the case, but cannot promise approval or remove a requirement to attend personally.
03 / Permit categories
Main Types of Residence Permit
The correct category depends on the actual purpose of the stay. The periods below are general legal limits or principles, not a promise that every applicant will receive the maximum period.
| Category | Main purpose | Duration and key distinction |
|---|---|---|
| Short-term | Recognised grounds including tourism, residential property, business contacts or treatment. | Generally up to two years per grant. Certain investor and Turkish Cypriot categories have separate limits. |
| Family | Eligible spouses and children of a qualifying sponsor. | Up to three years, without exceeding a foreign sponsor's residence period. |
| Student | Eligible education in Turkey. | Linked to the education programme and continued student status. |
| Long-term | Qualifying residence history and other legal conditions. | Indefinite, but subject to cancellation grounds. It is not citizenship. |
| Humanitarian | Specific exceptional circumstances defined by law. | Requires a separate assessment; not a general replacement for another permit. |
| Victim of human trafficking | Protection for people within the relevant legal category. | A specialised protection procedure with separate conditions. |
Source: Migration Management's permit categories. The requested period must also fit the supporting documents and applicable rules.
A person who has more than one possible basis should compare the evidence, family position and ongoing duties. The most suitable application is not necessarily the category with the longest possible validity.
04 / Short-term residence
Tourism and Other Short-Term Stays
A short-term application must explain why the person needs to stay and provide evidence for that reason. Depending on the category, this may include travel plans, business invitations, treatment records or documents from an authorised educational institution. A general wish to live in Turkey does not explain every legal requirement.
Applying After Entering as a Visitor
Entering with a tourist visa or visa exemption does not guarantee a residence permit. The person's nationality, entry conditions, remaining lawful stay and proposed purpose need to be checked before applying. Do not assume that every visitor has ninety days available: the permitted stay depends on the applicable visa rules and earlier travel.
A tourism application should describe a real and consistent plan. Accommodation documents alone do not establish that plan. An address used only on paper or an explanation that conflicts with other records may lead to further questions or refusal.
Residence for Retired Applicants
Retirement income can help explain how a person will support themselves, but it is not a separate residence category under the ordinary permit list. A retired applicant still needs a suitable legal basis, accepted accommodation records and any required health cover. Pension payments should be documented clearly, especially where they arrive from another country.
Our short-term residence article addresses the supporting evidence in more detail.
05 / Property ownership
Residence Through Owning a Home
Property ownership and residence permission are separate matters. Before buying, check whether the property, ownership arrangement and intended use can support the application. A seller's statement that a home comes with residence permission is not an official decision.
- Property-based residence
- The current official short-term checklist states a residential value of at least USD 200,000 in Turkish lira at the date the home was obtained. It also requires the home to be used by the applicant for residence, not rental income.
- Citizenship through investment
- This is a separate process with different investment conditions. A residence approval does not approve citizenship. See our citizenship by investment service.
Source: official short-term application checklist, checked on 19 October 2026. Earlier purchases, gifts and inherited homes require a review of the applicable date and evidence.
The review should compare the title details, ownership shares, property use and address with the application. The rules applying to an earlier purchase should not be guessed from a current advertised price. A renewal also requires evidence that the ownership continues.
Family members do not automatically receive the same permit just because they live in the home. Their ownership position or eligibility for family residence must be considered separately. Our property-based residence article explains this distinction.
06 / Family residence
Residence for Spouses and Children
A family application depends on both the applicant and the sponsor. The sponsor is the person whose qualifying status and support form the basis of the application. Marriage or a parent-child relationship must be proved through documents accepted by the Turkish authorities.

The sponsor's income, health cover, address and legal status need to be considered together. The official income test uses the minimum wage and the number of family members. The current amount should be calculated for the actual household, rather than copied from an older online example.
Prepare marriage and birth records early. For children, custody, parental consent or a parent's death certificate may also be relevant. Names and dates should match the passports. An adult child's position requires a separate assessment; financial support alone should not be treated as proof that the child qualifies.
The official family application checklist explains the evidence required from the applicant and sponsor.
Changes in Family Circumstances
Divorce, the sponsor's death, a child reaching adulthood or a change in the sponsor's status may affect the permit basis. These events do not all have the same legal result. Review the dates and available alternatives before relying on the expiry date printed on the card. Our family residence article covers these questions separately.
You can review the requirements for sponsors, income, spouses and children together in our family residence permit guide.
07 / Education
Student Residence and Changes in Education
A student application should match the actual education programme. Keep a current student certificate and confirm the submission procedure with the institution and Migration Management. Paying a course fee does not prove that the course supports a student residence permit.
Open or distance education should not be assumed to qualify. A Turkish-language course may fall under a different short-term category. The official residence questions distinguish these situations.
Changing university, department or province can affect the documents and notification procedure. Graduation or leaving a course also requires a review of the basis for staying. The card's printed expiry date should not be used as the only guide after student status changes.
Residence and employment must be checked separately. A student card is not a work permit. Before accepting paid work, review the applicable permission and any limits for the level of study. The same care is needed where a placement combines education and employment.
08 / Long-term residence
Long-Term Residence and the Eight-Year Requirement
The ordinary long-term route requires at least eight years of continuous qualifying residence, together with other conditions. These include sufficient regular income, health insurance, no social assistance during the previous three years and the relevant public order and security checks. Student residence periods generally count at half their length.
Start with a dated record of permits and travel, not simply the year of first arrival. Gaps, time abroad and the type of status held may change the calculation. For example, four years under a student permit cannot simply be counted as four qualifying years. Protection-related statuses also have separate rules.
The permit is indefinite, but it can still be cancelled on the grounds set out by law. Extended time abroad needs particular attention. Long-term residence does not provide a Turkish passport or all the rights of citizenship.
The official long-term residence guidance should be read alongside the applicant's full history. Legal Istanbul can review that history and identify missing records before an application is prepared.
09 / Address requirements
Accommodation, Address Registration and Closed Areas
The application address must be a real place where the applicant lives. A lease agreement, title deed or other accepted accommodation document should match the address entered in the application. Check the flat number, building details and names before documents are signed or translated.
A rental contract is not the same as official address registration. The current application checklist asks renewal and transfer applicants for registered-address evidence. First-time applicants also need to complete the applicable registration steps after approval.
Checking an Address Before Renting
Some areas are subject to restrictions affecting foreign nationals' registrations. An old list should not be treated as a complete statement of today's rules. The Istanbul announcement published in 2022 is historical background, not confirmation that a particular address is currently available.
Before paying a deposit, check the exact address, the type of application and any relevant exception with the responsible authority. A renewal at an existing address and a first registration may involve different questions. A landlord's assurance cannot replace that check.
Moving during an application can affect official contact and card delivery. Keep the file and address records consistent and confirm the procedure before changing province. Our address registration article explains the connection between tenancy documents and residence records.
10 / Supporting requirements
Health Insurance and Financial Support
Insurance should be checked against the applicant's age, permit type and requested period. Where insurance is required, an ordinary travel policy should not be assumed to meet residence requirements. Accepted public cover, cover under a social security agreement and private residence policies involve different evidence.
Check who is insured, the start and end dates and the document the authority requires. Age-related exceptions and student arrangements need an individual review. An exception from submitting insurance does not mean that medical treatment will be free.
Financial evidence should explain how living costs will be paid throughout the stay. Depending on the case, useful records may include pension payments, salary records, bank statements or documented support. A short-term transfer into an account does not necessarily explain a continuing source of income.
Foreign income records may need translation and certification. The applicant's explanation should be consistent with family size, housing costs and the proposed stay. The official residence guidance gives examples of financial evidence, while the relevant application checklist sets out the supporting documents.
11 / Documents
Preparing the Application Documents
The following groups provide a starting point. The personal checklist generated for the selected application and any later request from the authority must also be followed.
| Document group | Main checks |
|---|---|
| Identity and entry | Passport, relevant entry records, photographs and existing visa or residence documents. |
| Application | Completed form, appointment information, reference number and official payment receipts. |
| Purpose of stay | Family, education, property, treatment or other evidence for the selected category. |
| Accommodation | Accepted accommodation records and registered-address evidence where required. |
| Support and insurance | Evidence of financial support and accepted health cover, unless an exception applies. |
| Representation and notices | Power of attorney where used, and electronic notification details where required. |
Foreign Documents and Translation
An apostille is a certificate confirming the origin of a public document for use under the relevant international convention. It does not confirm that every statement in the document is correct. Some documents need consular certification instead. Check the issuing country, document and applicable agreements before arranging either procedure.
A Turkish translation does not replace certification of the original. Keep stamps, attached pages and corrections together. The Hague Conference's apostille guidance explains the distinction.
The official family checklist also identifies UETS electronic notification documents for extension and transfer applications, with an exception for applicants under eighteen. Check the current requirement for the selected application and keep access to the relevant account. Receiving official notices can have legal consequences.
12 / Application procedure
From Initial Review to the Residence Decision
Check the Current Position
Review the lawful stay, intended purpose, application category and any earlier decision or restriction.
Prepare the Evidence
Collect the required documents, resolve differences between records and arrange necessary translations and certification.
Complete the Online Application
Use the official e-Ikamet portal. Check the entered information, save the application and follow its instructions.
Submit and Attend
Follow the appointment and submission procedure. Bring the required originals and respond to any request for further documents.
Review the Result
Check the decision and, if approved, the permit dates, personal details, delivery and registration duties.
The official e-Ikamet portal is the application system. Appointment booking there is free. Official permit charges and any separately agreed professional fees are different from an appointment fee.
The official guidance describes a ninety-day assessment period starting when the required information and documents are complete and submitted to the responsible authority. This is not a promise that a card will arrive ninety days after an online form is opened. Additional evidence and official checks may affect the process.
Keep copies of the submitted file, receipts and messages. Use contact details that the applicant can access. A lawyer or authorised representative may assist, but personal attendance can still be required under the official application rules.
13 / Continuing residence
Renewals, Changes of Permit and Travel
- Renewal
- The renewal application window opens sixty days before the current permit expires. Apply within that window and before expiry.
- Change of purpose
- If the reason for staying changes, check whether a transfer to another permit category is needed. An existing card does not remove the new category's requirements.
Start preparing documents before the application window opens. Check the passport, insurance, registered address and continuing basis for the permit. A previous approval does not guarantee a renewal on unchanged terms.
Keep proof of the completed application and follow its submission instructions. If the permit or visa has already expired, seek advice on the actual dates before attempting another application. A late filing should not be assumed to remove an earlier overstay.
Travel While an Application Is Pending
An appointment printout is not the same as an approved residence application document. Official guidance allows qualifying travel and return within fifteen days using the approved document and required fee receipts. Check that the document has been properly approved and that the conditions apply before leaving. For a longer absence, normal entry requirements need a separate review.
See Migration Management's application and travel information. Avoid booking travel on the assumption that any pending application automatically allows re-entry.
14 / Costs
Official Charges and Professional Fees
A cost estimate should distinguish public charges from document preparation and legal work. The total is not the same for every applicant.
| Cost | How it is determined |
|---|---|
| Residence card charge | TRY 964 under the published 2026 schedule. Check the schedule again for later applications. |
| Residence permit fee | Depends on factors including nationality, duration and applicable exemptions. |
| Documents and insurance | Translation, notary, certification and any required insurance costs depend on the file. |
| Legal services | Agreed in writing according to the advice, preparation or representation included. |
Source: Migration Management's 2026 fee schedule, checked on 19 October 2026.
A fee exemption does not necessarily cover every charge. Keep official receipts and check that payments relate to the correct application. Translation costs, insurance and a later court case should not be assumed to form part of the same legal fee unless expressly agreed.
15 / Application issues
Missing Documents, Delays and Refusals
A delayed application, a request for documents and a refusal are different situations. The correct response begins with the actual file and written notice, not only an online status message.
| Situation | What to review | Possible response |
|---|---|---|
| Missing documents | The exact request, required format and deadline. | Prepare a focused response and keep evidence of delivery. |
| Unexplained delay | Submission date, completeness of the file and outstanding requests. | Ask about the recorded position and consider appropriate follow-up. |
| Refusal or cancellation | The full decision, legal reasons and notification date. | Assess the available challenge, any departure requirement and lawful-stay position. |
| Separate entry or removal issue | Any additional order, restriction or detention document. | Review each procedure and deadline separately. |
Do not assume that a new application preserves the right to challenge an earlier refusal, or that a court filing automatically permits continued residence. The effect depends on the decision and legal procedure. A removal order or detention decision requires separate attention and may involve different deadlines.
For advice, provide the complete notice, proof of when it was received, the application file and travel history. Our articles on common reasons for refusal and challenging a residence decision explain related issues. Entry restrictions are addressed through our entry ban legal service.
16 / Questions
Common Questions About Turkish Residence Permits
Does Renting A Home Guarantee A Residence Permit?
No. A lease agreement may support the accommodation part of an application, but the applicant must also meet the conditions for the selected permit. The address itself may need checks before a tenancy is signed.
Can I Work With A Residence Permit?
A residence permit alone does not generally authorise work. Employment normally requires a work permit or a valid exemption. A valid work permit generally also provides residence permission for its period. The work and residence rules should be checked together.
Does Buying Property Give Me Citizenship?
No. Owning a home, obtaining a property-based residence permit and obtaining citizenship are separate matters. Citizenship by investment requires a separate qualifying investment and application procedure. A property seller cannot guarantee either decision.
Can My Family Apply With Me?
Possibly, but every family member needs a suitable basis and supporting documents. The sponsor's position, the relationship, children's ages and any dependency or custody issues must be checked. Parents and adult children should not be assumed to qualify through the same application.
When Should I Apply For A Renewal?
The renewal window opens sixty days before expiry, and the application should be made before the existing permit expires. Prepare the documents earlier. If the purpose of the stay has changed, review whether a different permit category is needed.
Can A Lawyer Attend Instead Of Me?
A lawyer can prepare and follow an application within the agreed authority. Migration Management may still require the applicant to attend personally. Do not arrange travel on the assumption that representation removes all appointment or identity-check requirements.
What Should I Do After A Refusal?
Keep the full decision and evidence of its notification date. Obtain advice promptly on challenge deadlines, any departure requirement and your lawful-stay position. Starting another application or contacting the authority does not necessarily protect those rights.
Is Long-Term Residence The Same As Citizenship?
No. Long-term residence is a separate immigration status. It does not give a Turkish passport and can be cancelled in the circumstances set out by law. Citizenship applications have their own eligibility and evidence requirements.
