Bank Account Applications for Foreign Individuals and Companies

Legal Istanbul assists foreign individuals and companies with bank account applications in Turkey. Our work covers the account holder's documents, authority to act, the purpose of the account and communication with the bank. We also advise where the account is needed for a property purchase, company funding or another planned transaction.

Foreign applicants, including non-residents, can be considered for an account. Acceptance depends on the bank's legal checks and its procedures for the particular applicant. A passport, tax number or appointment does not guarantee approval. Opening the account also does not approve every future payment.

The starting point is the intended use. Personal living expenses, business receipts and an investment deposit need different arrangements. Identify who will own the money and who will operate the account before preparing documents or agreeing a payment date.

02 / Scope of representation

Legal Support Before and During the Application

We assess the available application route and the legal work required. The service can cover preparation for a branch visit or an application through a representative where the selected bank accepts that route.

01

Application Review

Reviewing the applicant's status, account purpose and proposed banking arrangements, including requirements for residents, non-residents and companies.

02

Documents and Authority

Checking identity and company records, arranging appropriate powers of attorney and identifying necessary translations or certification.

03

Bank Communication

Preparing the application file, following document requests and explaining the legal basis of the planned transaction to the bank.

04

Transaction and Dispute Advice

Coordinating account preparation with property or business work, and reviewing refusals, delays or restrictions where separately agreed.

Our role is legal advice and representation. We do not replace the bank's customer checks, promise acceptance or recommend a product on the basis of a guaranteed return. Investment advice, accounting and a banking dispute may require separate arrangements.

The agreed scope should also identify the next step after submission. An application follow-up is different from ongoing account management. Clients retain control over their personal banking access and payment decisions.

03 / Choosing the arrangement

Personal Accounts, Company Accounts and Deposits

The account should reflect its real owner and purpose. A founder's personal account is not automatically a suitable substitute for company banking. A regular payment account and a term deposit also serve different needs.

Account Purpose And Preparation
PurposeMain ReviewSeparate Issue
Personal paymentsIdentity, address and expected activity.Online access, cards and transfer limits.
Company operationsLegal entity, owners and signing authority.Approval rules for business payments.
Property paymentBuyer, seller, payment purpose and funding records.Sale conditions and required payment evidence.
Term depositCurrency, duration and withdrawal conditions.Any separate investment or citizenship requirements.

Confirm the currencies and services actually needed. An account balance does not establish access to credit, a credit card or every investment product. Compare the proposed terms with the planned use before accepting additional products.

04 / Residence and eligibility

Applications Without a Turkish Residence Permit

A residence permit is not a universal requirement for every foreign applicant at every bank. For example, Isbank's published personal-account guidance includes a passport-based route. This is an example of a bank procedure, not a rule requiring every bank to accept a tourist or non-resident.

Before travelling, confirm whether the bank can assess your nationality, residence country, identity documents and address evidence. State the real purpose of the account. A planned purchase may explain the application, but it does not replace identification or address checks.

A short visit needs careful scheduling. Ask which originals must be presented, who must attend and whether the bank needs further review after the appointment. Leave room for additional document requests rather than linking a property completion date to an assumed same-day opening.

Holding an account does not give permission to live or work in Turkey. Those matters are assessed separately under the residence permit and work-permit rules.

05 / Preparing the file

Documents for a Personal Account Application

There is no single document list that guarantees approval at all banks. The following categories help prepare a file; the chosen bank should confirm its current requirements before documents are translated or certified.

Personal Account Preparation Checklist
RecordWhat To Check
Passport and status documentsValidity, accepted identification and consistency of names.
Identification or tax numberThe correct record for the applicant, without duplicate registration.
Address evidenceThe accepted document, named person, address and issue date.
Account purpose and fundingThe planned activity and documents explaining the money.
Tax-residence declarationRelevant countries and foreign tax identification details.
Representative documentsAccepted authority, identification and any required certification.

Different spellings across a passport, sale contract and tax record should be explained before submission. Keep originals and record which version was sent. An incomplete scan or missing page can prevent an otherwise useful document from being assessed.

Confirm contact requirements, including the telephone number used for verification. Do not use another person's number merely because it is easier to arrange. Future access and security messages should remain under the account holder's control.

06 / Identification records

Tax Numbers and Proof of Address

The Revenue Administration provides a potential tax number application for foreigners. Where appropriate, we assist with the relevant record and its consistency with the banking file. If you already have a Turkish identification or tax record, disclose it before starting another application.

A tax number identifies a person for relevant procedures. It does not itself create residence rights, establish Turkish tax residency or require a bank to open an account. These are separate questions.

Address verification is also distinct from providing a correspondence address. Confirm the accepted evidence for your circumstances. A recent utility bill, an official residence record or another approved method may be relevant; a hotel booking or lease agreement should not be assumed sufficient without confirmation.

For an applicant living abroad, check whether overseas address evidence is accepted and whether translation is needed. If the address changes while the file is under review, tell the bank rather than leaving conflicting versions in the application.

07 / Applications from abroad

Opening an Account Through a Power of Attorney

Legal Istanbul handles account applications by power of attorney where the selected bank accepts this route for the client. We review the proposed authority and coordinate the documents and submission. The bank still decides whether its customer checks and account conditions are met.

Confirm the required wording before signing. Authority to submit an application, sign a banking agreement, receive information, move money or close an account should not be treated as the same permission. Give the representative only the powers needed for the agreed work.

For documents signed abroad, the place of issue and document type determine whether an apostille, consular certification or translation is needed. Certification confirms a document's formal status; it does not guarantee that its wording is sufficient for the intended bank transaction.

Representation is different from opening an account through a mobile application. Remote identification rules and bank implementation must be checked separately. Do not assume that an app offered to existing customers also accepts every new foreign applicant.

Ask which steps, if any, still require your participation. A power of attorney does not remove identity checks, and the bank may require further documents or personal verification.

08 / Business banking

Company Accounts and Foreign Shareholders

A corporate application must establish the business as a legal entity and identify the people who can act for it. Its registration, ownership and signing arrangements are separate from the passport of the person attending the branch.

Published bank procedures distinguish Turkish companies, branches and liaison offices. Typical records include registration documents, constitutional documents, tax records and evidence of signature authority. The precise list depends on the entity and bank. A foreign company applying in its own name needs its own assessment.

Company Records And Their Different Roles
RecordQuestion It Addresses
Registration and company documentsWhich legal entity is applying?
Ownership recordsWhich individuals ultimately own or control it?
Board decisions and signature authorityWho can bind the company, alone or jointly?
Business and funding explanationWhat activity and payments are expected?

A company name in the shareholder list may require further records showing the people behind it. Explain the ownership chain clearly rather than leaving the bank to reconcile unrelated extracts. Record changes in directors or signing powers before relying on older authority documents.

Our company formation service can coordinate these questions with registration. Once the account exists, agree who prepares and approves payments. Business controls should not depend on several people sharing one personal login.

09 / Customer verification

Source of Funds and Expected Account Activity

Banks have duties to identify customers and understand the relationship. They may ask where money comes from and who benefits from a transaction. The person providing instructions is not always the owner of the funds.

Explain the actual payment. Salary savings may be supported by employment and bank records; sale proceeds by the sale documents and payment history. A company contribution, loan or gift needs an explanation that matches the legal arrangement. These examples are not a guaranteed acceptance list.

A statement showing a balance may not explain how it arose. Build a clear sequence from the source to the proposed transfer, including intermediate accounts where relevant. Explain genuine gaps or changes; do not alter documents or invent a different purpose.

Later activity can raise further questions even after opening. If a personal account will now receive business receipts or third-party money, seek advice and notify the bank as appropriate. Do not split transfers or route funds through another person to avoid checks.

10 / Related transactions

Property Payments and Investment Deposits

A property transaction needs more than an active IBAN. Confirm the buyer, recipient, amount, currency and contractual payment stage. The banking instructions should match the sale arrangements and any required currency-conversion or payment evidence.

Check changed payment instructions through a trusted contact before sending money. A message containing new bank details is not enough on its own. Our property purchase service reviews the legal transaction, while the bank separately assesses the transfer.

An ordinary deposit is not automatically a qualifying citizenship investment. The citizenship by investment service addresses the separate conditions and approval process. Review those requirements before placing funds, accepting a restriction or assuming an earlier deposit period will count.

For any term deposit, read the withdrawal, renewal and currency terms. Legal review can explain the obligations; it does not remove exchange-rate risk or guarantee financial returns. Keep the signed instructions and obtain confirmation of the arrangement actually recorded by the bank.

11 / Tax information

Tax Residency, FATCA and CRS Declarations

A bank may ask about tax residency and foreign tax identification numbers under FATCA and CRS reporting rules. These declarations should reflect the applicant's actual position, not simply the country where the new account is held.

Citizenship, immigration residence and tax residency are different concepts. More than one country may need consideration. A company may also need to provide information about controlling persons, depending on its classification.

Do not select a declaration merely because it appears easier for account opening. Where the answer is uncertain, review the relevant tax rules before signing. Update the bank when relevant circumstances change. Banking support does not automatically include preparing tax returns in Turkey or another country.

12 / Access and payments

Access from Abroad and the First Transfer

Before relying on the account, confirm that the required services are active. Card delivery, online access, foreign-currency transfers and payment limits may involve separate steps. Check access from your country of residence before leaving Turkey.

For a substantial payment, confirm the recipient details, currency, charges and expected processing arrangements. An intermediary bank may also review an international transfer. A requested sending date is not the same as confirmation that the recipient has received usable funds.

Keep the bank's reference number, instructions and supporting agreement. If a payment is delayed, establish whether it was sent, held, returned or credited before making a second payment.

Never share passwords, one-time codes or card security details with an adviser or representative. Use the bank's recognised authority process. If access is compromised, contact the bank promptly through its official channels and preserve relevant messages.

13 / Responding to a problem

Refused Applications, Delayed Transfers and Restrictions

First establish what has happened. A request for documents, an application refusal and a restriction on existing funds are different situations. The response depends on the reason, available records and any decision or deadline.

Identify The Issue Before Choosing A Response
SituationFirst Review
Missing informationThe exact request and the record needed to answer it.
Application refusedThe response received and whether a correctable issue exists.
Transfer delayed or returnedPayment references, banks involved and supporting documents.
Existing account restrictedThe scope, legal basis and any authority or court decision.

A written request helps record the issue and the bank's reply. For eligible individual disputes, the Banks Association of Turkey requires a prior written application to the bank. Its individual-customer procedure does not cover ordinary company disputes. Eligibility, waiting periods and filing deadlines need review before relying on that route.

A complaint does not guarantee account opening or release of funds. A bank cannot simply disregard a binding authority order because the account holder objects. Our restricted bank account article explains why the legal basis matters.

If a payment deadline is approaching, also review your obligations to the seller or business partner. Bank correspondence alone may not extend that deadline. Any agreed extension should be recorded separately.

14 / Working with the firm

Application Steps, Timing and Fees

We plan the work around the applicant and intended transaction. The sequence below is a preparation framework, not a promise that a bank will approve the file within a fixed period.

  1. 01

    Assess the Purpose

Identify the account holder, status and intended use.

  2. 02

    Confirm Requirements

Check the bank's document and attendance conditions.

  3. 03

    Prepare the File

Arrange records, authority and required translations.

  4. 04

    Follow the Application

Submit the file and address further requests.

  5. 05

    Check the Outcome

Confirm the decision and agreed next steps.

Timing depends on document readiness, the bank's review, corporate ownership and any overseas records. Tell us about a planned visit or payment date at the start. A complete file helps the review, but it does not guarantee a particular opening date.

Legal fees are agreed for the defined work. Translation, notary, certification and delivery costs are separate where relevant. Ask the bank about product charges, transfer costs and currency conversion. Funds placed in your own account are not the same as a fee paid for legal services.

For the first enquiry, a short summary is enough. State whether the account is personal or corporate, your residence country, intended payments and any response already received. We then identify which documents are needed and how they should be provided.

15 / Common questions

Questions About Opening a Bank Account

Can A Foreigner Open An Account Without A Residence Permit?
A passport-based application may be available, depending on the bank and applicant. The bank must still accept the identity and address evidence and complete its checks. Confirm the route before travelling or setting a payment date.
Does A Turkish Tax Number Guarantee Acceptance?
No. It serves an identification purpose. The bank separately reviews the applicant, account purpose and required documents. A tax number also does not give permission to live or work in Turkey.
Can Legal Istanbul Apply By Power Of Attorney?
Yes, where the selected bank accepts representation for the client. We coordinate the authority documents and application. The bank's review remains necessary, and any personal verification requirements must be confirmed.
Can I Open An Account Entirely Through A Mobile App?
That depends on current rules, the bank's process and the applicant's documents. Remote identification is different from a representative applying under a power of attorney. Do not assume that every foreign passport is accepted by every app.
Can A Director Use A Personal Account For Company Payments?
A director's personal account is not automatically a substitute for company banking. Company ownership, payment records, authority and bank terms need separate consideration. The account should match the real holder and use.
Will An Open Account Accept Every International Transfer?
No. A later transfer may need further information or review by the receiving or intermediary bank. Confirm the required service and prepare records for the particular payment before relying on a completion date.
Does A Bank Deposit Automatically Qualify For Citizenship?
No. An ordinary deposit and a qualifying citizenship investment are separate arrangements. Review the investment conditions, required restrictions and official approval process before placing funds.
What Should I Send For An Initial Legal Review?
Start with the account type, residence country, planned use and any bank response or deadline. Do not send passwords, verification codes or full financial records in your first message. We will identify the relevant documents.
