01 / Legal framework
Turkish Citizenship and Your Legal Position
Turkish citizenship may follow from a Turkish parent or from a later application based on residence, marriage or another legal ground. Each route has different conditions. Living in Turkey, marrying a Turkish citizen or owning a home does not, by itself, make a foreign national a citizen.
- Main legal framework
- Law No. 5901
- First question
- Which legal route applies?
Legal Istanbul advises on eligibility, family records, application preparation and official decisions. The starting point is the person's history: nationality, parentage, marriage, residence and any previous Turkish citizenship. Identifying the correct route early avoids preparing documents for an application that does not fit.
Citizenship and permission to stay are separate. A residence card allows a particular stay; citizenship creates a different legal status. A pending citizenship application does not replace a valid residence or work permit. Applicants should maintain the permission they need while the citizenship file is under review.
This page focuses on ordinary residence, marriage and family-based cases. Investors should use our separate Turkish citizenship by investment service, which covers investment conditions, property checks and financial routes.
02 / Legal services
Legal Advice and Representation
A citizenship file should explain the relevant facts through reliable documents. Legal work includes identifying gaps, correcting inconsistent records and responding to questions from the responsible authority.
Reviewing Eligibility
Assessing the possible route, residence history, marriage dates, family links and earlier applications or decisions.
Checking the Evidence
Reviewing identity and civil records, travel dates, translations, certification and documents needed for children.
Preparing and Following the File
Organising the application, advising on personal appointments and following official requests within the agreed scope.
Reviewing Problems and Decisions
Examining delays, missing-document notices and refusals, and advising on the available administrative or court procedures.
Representation does not remove an interview or fingerprint requirement. The engagement agreement defines the work, fees and responsibility for deadlines. Court proceedings, foreign legal advice and related family cases may need separate instructions. We explain these limits before work begins.
03 / Main categories
Comparing the Main Citizenship Routes
The following table is a starting point for review, not a complete eligibility test. In applications requiring an official decision, meeting the listed conditions does not create an absolute right to approval.
| Route | Starting point | Key question |
|---|---|---|
| Birth and parentage | A Turkish parent at the time of birth. | Can the family relationship and the parent's citizenship be established? |
| Ordinary residence | Five years of qualifying continuous residence before applying. | Do the residence history and all other personal conditions meet the law? |
| Marriage | At least three years of marriage to a Turkish citizen, with the marriage continuing. | Are family unity and the other marriage-route conditions met? |
| Adoption | A minor adopted by a Turkish citizen. | Are the adoption and relevant legal conditions established? |
| Former citizens | A previous Turkish citizenship record and the decision ending that status. | Which return procedure and residence requirement apply? |
| Exceptional cases | A specific category under Article 12, including qualifying investors. | Does the case meet that category's requirements and official review? |
Legal basis: Law No. 5901, Articles 7-17. The conditions must be checked together, not only by reference to a waiting period.
04 / Family links
Citizenship Through a Turkish Parent
A child born within marriage to a Turkish mother or father is Turkish by birth, whether born in Turkey or abroad. A child born outside marriage to a Turkish mother is also Turkish. Where the father is Turkish and the mother is foreign, and the parents are not married, the legally recognised father-child relationship must be established.
The parent's status at the child's birth is important. A parent becoming Turkish later is a different situation. A foreign birth certificate may establish facts about birth, but the authority may also need marriage records, parentage documents and the parent's Turkish population record.
Late Registration and Adult Applicants
Not having a Turkish identity card does not necessarily mean that citizenship never existed. Where a birth abroad was not registered, the task may be to establish and register an existing status. For an adult, the authorities examine the family evidence through the relevant procedure, including the official adult birth notification form.
A Turkish surname, ancestry claim or family connection alone is not enough. Each generation's records and citizenship dates may need checking. A missing link should be resolved through evidence rather than assumed from a family account.
Birth in Turkey does not generally give citizenship to every child of foreign parents. Article 8 protects a child born in Turkey who cannot obtain any nationality through either parent. The parents' nationality laws and the child's documents therefore matter.
05 / Residence-based citizenship
The Five-Year Residence Route
The ordinary route under Article 11 requires five years of continuous qualifying residence immediately before the application. It also requires adult status and legal capacity, an intention to settle, sufficient Turkish, a means of support, good character and the relevant health, public order and national security conditions.
The five-year anniversary of first arriving in Turkey is not necessarily the date of eligibility. The type of permission held, gaps in lawful residence and periods abroad must be considered together. A valid permit today does not prove that every earlier year qualifies.
Showing a Settled Life and Means of Support
Employment, a business, family ties and other lasting connections may help explain an intention to settle. No single document answers the whole question. Buying a home can be relevant evidence, but it does not replace the other conditions of this route.
Income or professional activity should explain how the applicant and dependent family members are supported. Employment records, work permission, business documents and tax records should tell a consistent story. Sufficient Turkish is a legal requirement for this route; an agent's assurance that language never matters should not be relied on.
Applicants should disclose relevant criminal decisions and provide the required health evidence. Not every medical condition or past legal issue has the same effect. Review the actual records rather than making assumptions from a short description.
06 / Residence history
Travel, Permit Types and Residence Gaps
Start with a dated list of permits and travel. Official entry-exit records should be compared with passport stamps and the dates of each permission. Replacing a passport does not remove the need to explain earlier travel.
- Time outside Turkey
- Article 15 allows absences totalling no more than twelve months within the required residence period. This is a total limit, not an allowance for each year.
- Qualifying residence
- The type and continuity of lawful residence remain separate questions. Staying within the absence limit does not make every permit category count.
Sources: Article 15 of Law No. 5901 and Law No. 7039, Article 30, which changed the earlier six-month limit.
Tourism and study periods require particular care. It is not enough to add the dates printed on several cards. A later change of status may affect the calculation under the applicable rules, so the complete history must be assessed.
Work-permit expiry, late renewals or periods without permission should be identified before filing. The citizenship application does not correct an earlier overstay. Our residence permit service covers the separate permission to remain in Turkey.
07 / Marriage
Citizenship Through Marriage to a Turkish Citizen
Marriage does not give immediate citizenship. Article 16 allows an application after at least three years of marriage to a Turkish citizen, provided the marriage continues. The applicant must live in family unity, avoid conduct incompatible with marriage and meet the national security and public order conditions.
The review concerns a real family relationship, not only the marriage certificate. Shared address records and the couple's actual circumstances may be relevant. Work abroad, different registered addresses or earlier separations should be explained accurately where they affect the file.

Marriage Records and Changes in Circumstances
A marriage celebrated abroad may need to be recorded in Turkey. Check names, dates, previous marriages and divorce records before preparing the citizenship file. If the Turkish spouse became a citizen after the wedding, the relevant dates need a specific review rather than an assumption based only on the wedding anniversary.
If the Turkish spouse dies after the application, Article 16 removes the family-unity condition for that pending application. This does not mean every other requirement disappears. Death before filing, divorce during the process and annulment of a marriage raise different legal questions.
There is no need to treat the ordinary five-year residence test as a condition of every marriage application. The correct test is the marriage route's own requirements. Couples living abroad should also confirm the relevant consular procedure.
See our marriage in Turkey article for marriage documents and the official VAT-6 checklist for the citizenship application.
08 / Children
Children, Parental Consent and Adoption
A parent's successful application should not be treated as automatic approval for every family member. A spouse has a separate position. For children, age, custody, the other parent's consent and the relevant citizenship route need to be considered.
Prepare birth records and documents showing who has parental authority. Where parents are divorced, the full final judgment may be needed, not only a short certificate stating that the marriage ended. A parent's death, missing consent or conflicting custody records requires individual advice.
A child approaching adulthood needs early attention. The NVI application guidance explains that a child becoming an adult before completion must be treated according to the changed personal status. Do not assume that filing while the child is under eighteen permanently fixes the child's position.
Adoption by a Turkish Citizen
Article 17 provides a citizenship route for a minor adopted by a Turkish citizen, subject to its conditions. An adoption made abroad may raise separate questions about its legal effect and recognition in Turkey. The adoption decision, child's birth record and adoptive parent's status should be reviewed together before choosing the procedure.
09 / Previous citizenship
Returning to Turkish Citizenship
Former citizens should begin with the official record showing how and when their Turkish citizenship ended. Leaving with permission, losing citizenship under another legal ground and losing it as a child through a parent do not all lead to the same return procedure.
Article 13 covers certain cases without a residence-period requirement, including people who left with official permission. Article 14 provides a three-year residence requirement for the cases it covers. Other historical decisions and time-limited rights also need checking against the applicable law.
Blue Card Status Is Not Citizenship
The Blue Card system preserves specified rights for qualifying former citizens and descendants under Article 28. It is not a Turkish passport or proof of current citizenship. A person may have extensive rights in Turkey while still being legally foreign.
Before applying to return, review the effect on any other nationality and any duties arising from Turkish citizenship. See the official Blue Card information. Do not assume that a return application is unnecessary simply because a Blue Card has been issued.
10 / Separate legal grounds
Exceptional Citizenship and Investment
Article 12 covers specific exceptional categories, including qualifying investors and certain people whose contribution falls within the law. These are not general alternatives for anyone who has not completed ordinary residence. The relevant category, official evidence and security review still matter.
Investment citizenship follows its own conditions. A property purchase, bank transfer or business registration is not enough simply because it involves money in Turkey. The investment must fit the applicable rules and official confirmation process.
Our citizenship by investment service page covers the investment amounts, holding periods, family applications, property valuation and payment evidence. Keeping that review separate helps distinguish an investment application from an ordinary residence or marriage case.
For the details of a property purchase, see our guide to conditions for Turkish citizenship by real estate investment.
11 / Application documents
Documents for a Citizenship Application
The checklist depends on the legal route and personal history. Use the current official form, then identify additional evidence needed for the individual file. A document prepared for a residence permit may not answer the same question in a citizenship application.
| Document group | What it establishes |
|---|---|
| Identity and nationality | Passport or accepted nationality record, birth details, photographs and any existing foreigner identification number. |
| Family and civil status | Marriage, divorce, death and birth records showing the applicant's current family position. |
| Residence and travel | Relevant permits and official entry-exit records for residence-based applications. |
| Income and health | Required evidence of support and the health report for the relevant route. |
| Children | Parent-child links, custody, consent and any decision affecting parental authority. |
| Application and representation | Correct form, fee receipt and a specific power of attorney where representation is used. |
Official starting points: VAT-3 for ordinary applications and VAT-6 for marriage applications. Additional documents may be requested.
Keep complete copies, including stamps and attached pages. Check issue dates and any validity requirements before paying for translations. Where a final criminal judgment exists, obtain the required official copy rather than relying only on a short criminal-record search.
12 / Cross-border documents
Certification, Translation and Name Differences
A foreign public document may need an apostille or another form of official certification before use in Turkey. The correct procedure depends on the issuing country, document and applicable international agreements. An apostille confirms the document's official origin, not the truth of every statement it contains.
Translation and certification are separate steps. A translated document may still lack the necessary certification, while an apostilled document may still need an accepted Turkish translation. Check the required sequence before obtaining replacements.
Keeping Identity Records Consistent
Compare full names, dates and places of birth, parents' names and earlier surnames across the file. Differences may come from spelling systems, marriage, a court order or an incomplete register. The correct response depends on the cause; not every difference can be solved by changing a translation.
Applicants should not assume that they must take a new Turkish name. Official forms allow existing names to be retained subject to the applicable writing rules. Where a name is changed, keep evidence connecting the old and new identities for later banking, travel and family records.
A foreign divorce may also need recognition or registration before Turkish records show the correct status. Our foreign divorce article explains that separate issue. Certification guidance is available from the Hague Conference.
13 / Procedure
From Initial Review to an Official Decision
Identify the Route
Review family links, residence history and earlier decisions to establish the relevant legal basis.
Prepare the File
Collect the required records, resolve differences and arrange translations and certification.
Submit and Attend
Follow the responsible authority's procedure, including any personal interview or fingerprint appointment.
Follow Official Requests
Keep the reference number, respond to further document requests and record the dates of submissions.
Review the Decision
Check the official result and complete registration steps, or assess the response to a refusal.
Applications in Turkey are handled through the relevant provincial population and citizenship directorate under the governor's office. Abroad, Turkish diplomatic or consular missions handle applicable procedures. The competent office should be confirmed for the route and place of residence.
A specific power of attorney may allow representation, but it does not remove mandatory personal attendance. NVI states that applicants must attend where fingerprints are required. An application cannot simply be posted to the authority.
After Approval
Check the notification and population-register details before applying separately for a Turkish identity card or passport. Citizenship approval is not the same as receiving either document. Names, birth details and family records should be correct before later applications rely on them.
Turkey recognises multiple citizenship, but another country may impose restrictions or reporting duties. Obtain advice on that country's rules before relying on dual nationality. Military-service questions and other personal duties also require a separate assessment where relevant.
14 / Planning
Processing Time and Application Costs
There is no single reliable completion date for every citizenship file. The route, document quality, verification abroad and official checks can affect timing. A published period for receiving papers at an office is not necessarily the period for deciding the citizenship application.
Plan residence renewals, travel and children's documents independently. Avoid making an employment start date, school move or property transaction depend on an unconfirmed citizenship decision. Keep contact details current so that requests are not missed.
| Cost category | What to confirm |
|---|---|
| Official application charges | The current amount and payment instructions for the selected procedure. |
| Document preparation | Foreign records, certification, translation, notary work and required reports. |
| Legal services | The advice, preparation and representation included in the written agreement. |
| Later procedures | Separate identity-card, passport or court costs where applicable. |
Confirm charges at the time of application rather than using an old online fee. Official payments should be supported by receipts. Payment of a fee does not guarantee acceptance or approval.
15 / Problems and decisions
Delays, Missing Documents and Refusals
An unchanged online status does not explain the full legal position. Start with the application number, filing date, submitted documents and any written request or decision. Distinguish a file awaiting evidence from one that has been refused.
| Issue | Key evidence | Next assessment |
|---|---|---|
| Document request | Exact request, required format and response date. | Provide the missing evidence and keep proof of submission. |
| Long delay | File history, outstanding checks and earlier correspondence. | Consider a status request and any appropriate legal follow-up. |
| Refusal | Decision, reasons, notification and relevant documents. | Assess correction, a new application or an available legal challenge. |
Challenge deadlines require prompt review of the actual notification. Do not assume that an informal email, status enquiry or fresh application suspends a deadline. A court challenge is not a promise of citizenship; its purpose is to examine the legality of the decision.
False statements or concealed important facts can affect citizenship even after approval. Prepare truthful explanations and address problems directly. Our article on citizenship delays discusses pending applications in more detail.
16 / Questions
Common Questions About Turkish Citizenship
Does Five Years In Turkey Guarantee Citizenship?
No. The ordinary route requires qualifying continuous residence and other conditions, including language, support and security checks. The first arrival date alone is not enough. Meeting the conditions allows the case to be considered; it does not create an absolute right to approval.
Does Marriage Give Immediate Turkish Citizenship?
No. The marriage route generally requires at least three years of marriage to a Turkish citizen and a continuing marriage, together with family unity and the other legal conditions. A marriage certificate does not replace the citizenship application and review.
Can I Apply Through A Turkish Parent From Abroad?
Possibly. The parent's citizenship at your birth and the legally established family relationship are central. An unregistered birth may require confirmation and registration rather than a residence-based application. Adults whose births were not reported need the appropriate document review and procedure.
Can A Lawyer Complete Every Step Without Me?
No. A specific power of attorney can support representation, but personal attendance may be required for fingerprints, interviews or other checks. Confirm the attendance requirements for your route before making travel plans or signing an authorisation.
Can I Stay In Turkey While Citizenship Is Pending?
A citizenship application is not itself permission to remain. Maintain the visa, residence permit, work permit or other status required for your stay. Review expiry dates separately and do not assume that a pending file prevents an overstay.
Will My Spouse And Children Become Citizens With Me?
Not automatically. A spouse has a separate legal position. A child's eligibility depends on the route, age, custody and consent requirements. Children approaching adulthood need particular review because their status may change before the application is decided.
Must I Give Up My Other Nationality Or Change My Name?
Neither should be assumed. Turkey recognises multiple citizenship, but your other country's rules must also be checked. Existing names can generally be retained under the applicable writing rules. The effects of any name change should be considered before it is requested.
Does Owning A Home Give Me Turkish Citizenship?
No. Ownership alone does not establish citizenship. It may be relevant to an ordinary residence-based file or a qualifying investment application, but those routes have different conditions. The property, payment and investment requirements need a separate review.
