01 / Education And Qualifications
Education and Diploma Matters in Turkey
A qualification can raise different legal questions depending on how you intend to use it. Continuing school, applying to university and entering a regulated profession require different checks. Start with the receiving institution's written requirements and the exact document it requests.
Legal Istanbul advises students, graduates, professionals and families on foreign qualifications and education-related disputes. Work can include reviewing a planned application, responding to missing-document requests or challenging a decision affecting study.
The Council of Higher Education, known as YOK, handles higher-education recognition and equivalence within its remit. The Ministry of National Education, or MEB, handles school-level equivalence. Doctoral qualifications have a separate route through the Interuniversity Board, or UAK. University rules, examination procedures, contracts and immigration law may also apply.
Each procedure needs its own evidence and timetable. An education adviser, recruitment agent or employer cannot promise the decision of a public authority.
02 / Scope Of Advice
Legal Support for Students and Graduates
The engagement identifies the person, qualification, institution and procedure covered. A document review does not automatically include litigation, immigration applications or continuing monitoring of student accounts.
Qualification Review
Identifying the appropriate recognition or equivalence route and examining the supporting education history.
Applications and Documents
Preparing the agreed file, checking formalities and responding to official requests within the authorised scope.
Student and Institutional Matters
Reviewing registration, transfer, examination, disciplinary, tuition and scholarship concerns.
Objections and Proceedings
Assessing decisions, available remedies, evidence, urgency and the appropriate forum.
Legal advice cannot replace an academic assessment, language examination or required practical training. Personal attendance and identity checks may remain necessary even where a lawyer is instructed. We agree who will submit documents, receive correspondence and approve each next step.
03 / Different Documents
Recognition, Equivalence and Professional Permission
The Turkish terms tanima and denklik describe different assessments. Ask for the precise Turkish document name when an employer or university uses the general English word recognition.
| Route | Main Question | Important Limit |
|---|---|---|
| Institution recognition | Is the foreign institution recognised by YOK? | Does not establish individual diploma equivalence. |
| Graduation recognition | Did the applicant graduate from a recognised institution and programme? | A recognition certificate is not an equivalence certificate. |
| Diploma equivalence | What Turkish qualification level and field correspond to the award? | Does not itself grant admission or permission to practise. |
| Professional permission | Can the person carry out the proposed occupation? | Professional rules and foreign-national work requirements need separate review. |
These documentary distinctions appear in YOK's recognition principles. A translated diploma or an apostille does not supply any missing academic approval.
04 / Planning Foreign Study
Check the Programme Before Committing
Before paying a deposit abroad, identify the awarding institution, campus, programme, degree and teaching method. A recognised university's name in an advertisement does not settle the status of every partner centre or course offered under that name.
Ask how a planned transfer, online semester or placement will appear on the official records. Keep the prospectus, offer, contract and any written explanation of accreditation. Check refund terms if the advertised qualification cannot meet your intended purpose.
YOK's ranking and entry guidance shows why the programme and applicable entry conditions matter. Ranking-based routes must be checked against the relevant year, accepted rankings and current rules. A recent ranking alone should not be treated as a guarantee for an earlier enrolment.
Give the reviewer your nationality, secondary-school history and first enrolment date. Those details help identify which requirements and transitional provisions need examination.
05 / The Application File
Higher-Education and Doctoral Qualifications
For associate, bachelor's and master's qualifications, the review begins with the actual award and complete study history. Records should explain transfers, study breaks, credits and practical components. An incomplete account can make a genuine qualification difficult to assess.
YOK's procedure includes online preparation and document checking. Keep the application reference, submission evidence and every request for additional material. An upload receipt should not be described to an employer as approval.
Foreign doctoral and proficiency-in-art qualifications follow the UAK application guide. That procedure also checks institutional recognition and previous education information. Identify the correct authority before paying for translations or starting a second application.
The Official Gazette of 28 February 2026 records amendments affecting equivalence and university transfers. Older checklists need review against the amended framework, including any language-evidence requirement that applies to the applicant.
06 / Further Requirements
Examinations, Coursework and Practical Training
Some applications require further academic assessment. Depending on the file, this may involve an examination, additional coursework, a project, clinical practice or an internship under YOK's working principles. A request for further assessment is different from a final refusal.
Read the individual decision before booking a test. For example, OSYM publishes a separate medical diploma equivalence examination guide. Check the applicable session, eligibility, documents and application instructions; do not rely on a previous year's calendar.
Where the issue concerns missing practical hours, prepare official placement records and course descriptions. Legal submissions can explain the evidence and challenge an unlawful procedure, but they cannot create academic work that was never completed. Discuss training costs and the effect on employment plans before choosing the next step.
07 / Children And School Leavers
MEB School-Level Equivalence
MEB equivalence concerns school records and their corresponding level, class or field in Turkey. It can matter when a child continues school after moving countries or when a school-leaving qualification supports university registration.
The e-Denklik guidance describes the online application, original-document checks and relevant centres. Confirm the appropriate centre and accepted identity documents before arranging attendance.
Where records are missing, distinguish ordinary document loss from displacement, war or disaster. The MEB regulation provides specific approaches, including temporary school attendance and assessment in defined circumstances. These provisions are not a general waiver of evidence.
For a child, establish who may act as parent or guardian and whether names differ across records. Keep the current school's term dates available so the legal review can address an interruption to education as well as the formal file.
08 / Preparing For Review
Documents to Bring to the First Review
Start with readable copies and a short chronology. The following list helps organise advice; the authority's current checklist determines the documents required for the actual application.
| Category | Useful Records | Review Purpose |
|---|---|---|
| Identity and authority | Passport, name-change evidence, guardianship or representation documents. | Connect records to the applicant and authorised person. |
| Qualification | Diploma, graduation certificate, transcript and diploma supplement. | Identify the award, subjects, credits and level. |
| Study history | Transfer records, course descriptions, placements and attendance evidence. | Explain how and where education was completed. |
| Application | Forms, receipts, requests and previous decisions. | Establish the procedural stage and outstanding tasks. |
| Dispute | Notice, delivery evidence, contract and relevant correspondence. | Identify the decision, potential claim and urgent dates. |
Keep originals safely and record any handover. Explain missing records honestly and seek replacement documents from the issuer. Do not change a transcript to make its wording match another certificate.
09 / Documents From Abroad
Apostilles, Translations and Name Differences
An apostille authenticates the origin of a public document, including the relevant signature or seal. It does not certify academic content or establish Turkish equivalence. The HCCH apostille guide explains this limited effect.
Check whether the convention applies between the countries and to the document concerned. Where it does not, confirm the applicable legalisation route or exemption with the receiving authority. The treatment of an original diploma and a certified copy may differ.
Translation requirements also depend on the procedure. MEB's guidance addresses when a notarised translation is needed and the approval of translations prepared abroad. Do not assume that an English document is always exempt or that every page needs the same certification.
Resolve differences in names, dates and transliteration with official evidence. A marriage record or corrected issuer document may explain a difference that a translator cannot fix independently.
10 / University Decisions
Admission, Registration and Credit Transfer
A favourable qualification decision does not reserve a university place. Keep the admission offer, registration conditions and programme rules together. Check whether the offer is conditional and what must be supplied before enrolment becomes final.
For transfer or credit exemption, identify the particular courses and the decision sought. A useful file pairs the earlier syllabus and assessment record with the receiving programme's requirements. Ask for a written decision that explains which credits were accepted.
For certain foreign applicants to postgraduate programmes outside clinical health fields, YOK's application guidance distinguishes institutional recognition from a diploma-equivalence application. Confirm the applicant's category and the university's requirements before choosing a route.
University procedures vary. The Mersin University regulations directory, for example, lists separate examination, transfer and credit rules. The rules of the student's own institution must govern the individual review.
11 / Academic And Disciplinary Issues
Examination Objections and Disciplinary Defence
For a disputed grade, identify the possible error: calculation, marking procedure, missing assessment or application of the course rules. Preserve the result notice, syllabus, submitted work and correspondence. A general disagreement with the result is less useful than a precise explanation supported by records.
A disciplinary investigation is a separate process. Ask for the allegation and relevant notice, identify the response date and prepare an accurate account. The student-defence framework appears in Article 54 of the Higher Education Law, reproduced in the 2025-2026 Afyon Kocatepe University student guide. Current law and the actual procedure require review.
Keep original messages and files, including material that may be unfavourable. Explain any need for interpretation or access to relevant evidence promptly. If the same events involve criminal allegations, obtain advice on that process too; a university response should not be prepared without considering its wider effect.
12 / Financial Disagreements
Tuition, Scholarships and Refund Requests
Separate a payment dispute from an academic decision. Refusal to enrol, loss of a scholarship and a disputed refund may involve different documents, parties and remedies even when they arise from the same course.
Collect the signed enrolment terms, published fee schedule, scholarship award, renewal conditions and payment records. Preserve advertisements and specific written promises. Identify whether money was paid to the institution, an agent or a separate accommodation provider.
A review should explain the amount claimed, the reason for withdrawal and what services were supplied. Do not assume that visa refusal, a change of plans or unsuccessful equivalence automatically creates a full refund right.
The institution's legal status and the nature of the claim determine whether an administrative, civil or consumer route is appropriate. Any required preliminary procedure and current jurisdiction rules must be checked. Negotiations should also address registration status, original documents and the wording of any proposed release.
13 / International Students
Education, Residence and Work Permission
Admission and lawful residence are separate matters. A diploma-equivalence application does not itself authorise a stay in Turkey. Review the student's actual immigration status alongside enrolment, address and insurance documents.
The Presidency of Migration Management guidance explains student residence conditions and the effect of changes in institution or programme. Graduation, withdrawal or an interruption can require action even if the permit card shows a later date.
Foreign students need the appropriate permission to work. The rules distinguish education levels and include restrictions for associate and undergraduate students. A student card or an employer's offer alone does not authorise employment.
Coordinate these questions before accepting work or changing study plans. Our Residence Permit and Work Permit services address the separate procedures. The education engagement should state whether either is included.
14 / Responding To A Decision
Delays, Refusals and Legal Remedies
Obtain the complete decision and its delivery record. Distinguish a missing-document request, further assessment, refusal and prolonged silence. Record earlier submissions so the reviewer can determine what the authority has actually decided.
MEB's regulation provides an objection procedure for school-equivalence certificates. That administrative route must be considered alongside any court remedy; it should not be treated as a universal deadline for every education dispute.
The Administrative Procedure Law governs matters including applications, challenges and stays of execution. The relevant act, notification and any special procedure determine the deadline. Informal emails or repeated complaints should not be assumed to preserve court rights.
Bringing an administrative case does not automatically suspend the disputed decision. Where urgent relief is available, explain the concrete harm, such as exclusion from an approaching examination, and preserve supporting evidence. The court assesses the legal conditions; neither filing a claim nor requesting a stay guarantees continued study or a favourable decision.
15 / Working Arrangements
The Review Process and Costs
Identify the Purpose
Confirm the qualification, receiving institution and any urgent decision.
Review the Evidence
Check the education history, correspondence and missing documents.
Explain the Options
Set out the relevant route, uncertainties and likely categories of expense.
Take Agreed Action
Prepare advice, an application, a response or authorised proceedings.
Confirm Next Responsibilities
Provide filing records and identify continuing academic or legal tasks.
Professional fees depend on document volume, the procedure and whether the matter is disputed. Translation, notarial work, authentication, authority charges, examinations, training and court expenses are separate items. Confirm current official charges when payment is due.
Ask whether the agreed fee covers additional requests, an objection or litigation. Completion can depend on foreign-institution responses and academic assessment. No standard completion period fits every file. A consultation request does not transfer responsibility for an approaching deadline; acceptance of urgent work must be clear.
