Tax-Free Cars in Turkey for Foreigners: Eligibility and Purchase Risks

Tax-Free Cars in Turkey for Foreigners: Eligibility and Purchase Risks

Foreign nationality alone does not give a person the right to buy any car in Turkey without tax. What sellers describe as a tax-free car may involve temporary import, restricted registration or a specific exemption. The buyer's eligibility and the vehicle's existing status must both support the proposed transaction.

The practical question is whether you can lawfully acquire, register, use and later dispose of the particular car. This guide explains the main distinctions and the issues worth resolving before a deposit is paid. Official customs guidance and Turing's published procedures were checked on 14 October 2026.

1.What Does a Tax-Free Car Mean in Turkey?

The term is not a single legal category. An ordinary vehicle purchase, temporary admission of a foreign-plated car and a vehicle held under a special customs arrangement involve different rules. A seller's advertisement or the plate alone cannot establish which treatment is available to a new buyer.

Vehicle arrangements that should not be confused
ArrangementMain distinctionBefore committing
Ordinary purchase in TurkeyForeign nationality does not itself create a tax exemption.Confirm the normal purchase, payment and registration requirements.
Tourist temporary admissionConcerns temporary use of a foreign-plated vehicle.Do not treat permission to enter as permission for an ordinary local sale.
YTGGK or YTGGF arrangementDepends on qualifying status and customs conditions.Assess the buyer and the vehicle together, including later use and transfer.
Diplomatic or other specific exemptionA separate entitlement must support the claimed treatment. An exemption available to one person may not extend to another buyer.

The categories are an orientation, not an eligibility determination. The relevant customs record and legal basis govern the individual vehicle.

These distinctions matter when comparing prices. A lower advertised amount may come with restricted use, a guarantee requirement or a limited group of eligible future buyers. The relevant comparison is the complete lawful transaction, not the purchase price alone.

2.Who May Qualify for the YTGGK Route?

The Yabancı Taşıtlar Geçici Giriş Karnesi, or YTGGK, is a temporary vehicle admission carnet issued by Turing. The customs framework covers qualifying foreign workers, students and foreigners retired abroad. Prior residence abroad and the relevant work, study or retirement conditions matter; a Turkish residence permit alone is not sufficient.

The Ministry of Trade's guidance excludes dual nationals who also hold Turkish citizenship from this route. Blue Card holders require separate consideration: the rules for qualifying workers or students should not be confused with the position of retired Blue Card holders.

A useful assessment therefore starts with the person's nationality, residence history and reason for staying in Turkey. It should come before negotiations over a particular vehicle. An arrangement available to the seller may not be available to the buyer.

3.What Should Be Reviewed Before Paying a Deposit?

The review should connect the buyer's passport and relevant status documents with the vehicle's registration, customs record and proposed sale agreement. The seller's authority to transfer the car is as important as the buyer's eligibility to acquire it.

The agreement should address what happens if the necessary approval cannot be obtained, who is responsible for outstanding charges and when payment becomes due. These are contractual protections to consider with counsel, not evidence that customs approval has already been granted.

Where a seller requests an immediate deposit before providing the vehicle records, the unresolved issue is not merely administrative. The buyer may be accepting a repayment risk before knowing whether the intended transaction is possible. A legal review can address that risk before the parties become committed.

4.How Are Customs Approval and Registration Connected?

Current practical point: Turing's published procedure calls for eligibility to be confirmed with customs before the carnet application. After the carnet is issued, the process proceeds through customs and then registration at a notary following the customs referral. A private sale agreement does not replace those stages.

MA-MZ plates are associated with the relevant temporary-import registration arrangements. They are not a general certificate that any foreign buyer can acquire the car tax-free. The underlying customs and registration records need to support the proposed owner and use.

Imported vehicles also have procedural deadlines. The entry date and the status of any existing application should be provided at the outset of legal review, especially if the vehicle is already in Turkey. Purchasing first and asking about registration later can make the available options more difficult.

Confirm the buyer's eligibility and the vehicle's recorded status before committing to payment.

5.Does Tax-Free Mean There Are No Further Costs?

No. Under Turing's published YTGGK arrangements, the security guarantee and the carnet fee are separate items. The guarantee depends on the vehicle, and may be provided in cash or through an accepted bank guarantee. The advertised vehicle price therefore does not represent the entire amount that may need to be available.

Insurance, registration, translation and any professional services should also be considered. Obtain the applicable figures for the actual vehicle instead of relying on a general online saving estimate. A deposit held as security is different from a fee, and its release should not be assumed to occur simply because the owner stops using the car.

The legal review should explain the conditions attached to the arrangement. Whether the purchase is financially attractive is a separate decision for the buyer, taking account of both ongoing costs and the later sale or departure plan.

6.Can Family Members or Other Drivers Use the Car?

Use is not unrestricted. For YTGGK or YTGGF vehicles, customs guidance identifies permitted family members and certain personally employed drivers, with the relevant names recorded in the registration document. A relative or employee should not assume that the owner's informal permission is enough.

The intended use should be discussed before purchase. A car intended for a spouse's daily use or a company driver's work may raise different questions from one driven only by its owner. Insurance cover does not itself resolve a customs restriction, and a valid driving licence does not establish permission to use every vehicle.

Licensing is a separate requirement. Our guide to driving licences for foreigners in Turkey addresses that issue.

7.Can the Vehicle Be Sold to Another Foreigner?

A transfer may be possible to another eligible person, but it is subject to the applicable ownership documentation and customs procedure. Foreign nationality alone does not qualify the proposed buyer. The seller's existing permission is not simply passed on with the keys.

Before agreeing a sale, establish the available transfer route and how completion will be documented. A private agreement that overlooks customs control can leave payment and ownership obligations unresolved. Selling into the ordinary Turkish market should likewise not be assumed to be available merely by paying an estimated tax amount.

If money has already been paid and the transfer cannot proceed, the contract, the seller's statements and the payment evidence become important. Advice may then concern contractual remedies as well as the vehicle's customs position.

8.What Happens When Work, Study or Residence Arrangements Change?

A change in the status supporting temporary admission can require action concerning the car. The expiry date recorded for the vehicle should not be treated as independent of the conditions under which permission was granted. A pending residence or work-permit renewal also needs to be addressed before the vehicle permission expires.

For an owner planning to leave Turkey, the appropriate option may involve an authorised transfer, re-export or another customs procedure. Parking the vehicle and leaving does not establish that the file has been closed. The departure plan should also address the guarantee and the records needed to conclude the arrangement.

Give counsel any customs notice and the relevant dates promptly. An overdue vehicle, a forthcoming departure and a planned sale can require different responses; there is no single solution that can safely be promised without the records.

9.How Legal Istanbul Can Assist

Legal Istanbul can assess the proposed purchase before payment, review the sale agreement and advise on an existing transfer or customs problem. The assessment can address eligibility, the vehicle's recorded status, permitted use and the options if the transaction cannot be completed.

Where specialist customs handling is required, the scope of legal representation and any separate authorised customs services should be agreed. A lawyer cannot guarantee an exemption or authority approval. The objective is a clear understanding of the proposed transaction and the obligations the buyer would assume.

10. FAQ

Can every foreigner buy a tax-free car in Turkey?

No. The particular exemption or customs arrangement must apply to both the buyer's circumstances and the vehicle. Foreign nationality or a residence permit alone is not sufficient.

Is buying a tax-free car the same as bringing a foreign-plated car to Turkey?

No. Temporary admission concerns the permitted use of a vehicle under customs conditions. It should not be treated as a general right to purchase or sell a car in Turkey without tax.

What is the YTGGK or Blue Carnet?

It is a temporary vehicle admission carnet issued by Turing for qualifying applicants. It is different from the Blue Card held by certain former Turkish citizens.

What does an MA-MZ plate show?

It is associated with the relevant temporary-import registration arrangements. The plate alone does not prove that a proposed buyer is eligible or that a transfer can proceed.

Are a guarantee and a carnet fee the same payment?

No. A security guarantee and a document fee serve different purposes. Confirm the amount, accepted form and release conditions of the guarantee separately from the fees and other purchase costs.

Can my spouse or another person drive the vehicle?

The answer depends on the applicable vehicle arrangement and the permitted users recorded in the documents. Do not rely only on the owner's consent or the existence of insurance cover.

Can I sell the car to another foreigner?

A transfer may be possible if the buyer is eligible and the required customs and ownership procedures are completed. It is not an unrestricted private sale.

What happens if I leave Turkey or my qualifying status ends?

The vehicle's position must be addressed under the applicable customs procedure. Seek advice before departure or expiry; leaving the car parked does not establish that the obligations have ended.

What is the main risk before paying a deposit?

The buyer may commit money before confirming that the vehicle can lawfully be transferred and registered for the intended use. The contract should address approval, payment timing and the consequences if completion is not possible.
